Premise |
The legally recognised university colleges, moral institutions, under the surveillance of the M.U.R.S.T., find their foundations within the university system and in the constitutional principles. |
These are characterised by their peculiar nature and the activities aimed at a cultural and human development of the university students, through appropriate structures, colleges and services. |
In this light, the university colleges promote and develop, also in an international dimension, forms of collaboration with universities and with the civil society, contributing to fulfil the right to study. |

The respect of the autonomy of the organisation and the various formative and didactic proposals of each residence is a guarantee for the fulfilment of the objectives mentioned in the different statutes, as well as the general interests of the country and with the development of the university community. |

Art. 1 |
|
The ‘Permanent Conference of legally recognised university colleges of the Ministry of Universities and Scientific and Technological research’ has been established. |

Art. 2 |
The aims of the conference are: |
| a. |
to represent in Italy and abroad, in front of public powers and public opinions the particular nature of the legally recognised university colleges, which university institutions are committed to the development of further learning, having a private judicial nature and aiming to meet public interests with regard to formation. |
| b. |
to promote studying and other cultural initiatives aimed at diffusing the knowledge of the existence of these institutes in Italy and aboard. |
| c. |
to formulate proposals to the legislative and administrative powers, in order to obtain further recognition and further valorisation of the roles of the colleges, within the university system. |
| d. |
to promote collaboration between the colleges, and other Italian and foreign institutions. |
| e. |
to favour research and collaborative initiatives by the colleges regarding university and professional guidance and didactic, tutoring and formational guidance for the students. |

Art. 3 |
Each university residence, which has a vote, may have two representatives at the meeting. The meetings are made valid by the presence of half plus one of the colleges. |
The conference works according to the principle of joint nature. For eventual voting the absolute majority of the colleges is required. |

The conference will meet ordinarily twice a year and is called by the President, at least fifteen days in advance; moreover it can be called to an ‘extraordinary session’ on the request of two thirds of its components or on request of the President. |

Art. 4 |
The role of President, which lasts a year, is carried out by a representative of each residence, elected by rotation from among the organisations, according to criteria established by the conference. |

The President presides at the conference and has representation. The President is assisted, for the duration of his/her mandate by two vice-presidents, one of which is the outgoing president and the other is the incoming president for the next year. |

Art. 5 |
The President is assisted by an executive secretary based in Rome. |
|
The colleges participate annually, in equal measure and in a preventative measure, to the construction of an expense fund for the secretary, which will be balanced yearly. |
